OxConsts.txt and it's problems

Hello, i am form Russia and because of not 'Unicode'able OxConsts.txt, any sample won't wok.
All thing is here:
 SafeZoneMultiplier = 0.9

To make samples work need to change this to:
SafeZoneMultiplier = 0,9

Please, correct that for full countries support. Thanks! :)

Hi RuZiggy!

I've changed the format of the consts files completely. Whereas they were previously a custom format for Ox's (now removed) DataBank class, they are now in a standard XML 1.0 format. Now, I am going out on a limb to assume that C# implementation of the XML reader is region-neutral, which if it is the case, will make the problem disappear.

Please download and see if the new release works for your region. If not, please please notify me and I will try again to fix the issue :)

You should parse data that comes from the interactive user according to default locale settings, and config files, scripts and such - using CultureInfo.InvariantCulture.

You can also set DefaultCulture for the entire parsing engine, this will do the job.
